Mr President,

I am glad to have received your best wishes to for the commemoration of the New Year, and for your kind letter dated on 26th January 1999, and I would like to express my sincere thankfullness

This year brings to you full recognition for the continued efforts realized by the International Parliament for Safety and Peace,
with the purpose to promote the understanding, the harmony and the security among nations and the people of the whole world.

The Royal Goverment of Cambodia has been recognized by all
the governments and states of the world. You can obtain the composition of it by addressing our cabinet, His Excellency the Prime Minister of the Royal Government of Cambodia, Phnom Penh.

I am not in exile, but rather in the Central Hospital of Pekin to receive necessary treatment for my state of health.

I thank Your Excellency The Lord President and please be assured of my most highest considerations.
